Anti-Dumping Investigation Initiation on Certain Medical Catheters from China (Turkey – Communiqué No: 2025/38)

This amendment relating to the initiation of an anti-dumping investigation was published in the Official Gazette dated 26.11.2025 and numbered 33089. What has changed / what is introduced With this Communiqué, the Ministry of Trade has formally initiated an anti-dumping investigation against China (PRC)–origin angiography catheters and PTCA balloon catheters classified under GTİP 9018.39.00.00.29.

The investigation was opened based on an application by Alvimedica Medikal Ürünler Pazarlama Satış ve Dağıtım A.Ş., supported by Simeks Tıbbi Ürünler San. ve Tic. Ltd. Şti. and Alfa Tıp Kimya Kozmetik Tıbbi Malzeme San. ve Tic. Ltd. Şti., which was found to represent the domestic industry.

Key technical findings at the initiation stage include:

  • Normal value was constructed due to the absence of reliable domestic prices in China, based on Turkish production costs plus SG&A, financing costs, and reasonable profit.
  • Export prices were determined using CIF-based import data for the period 01.07.2024 – 30.06.2025, adjusted to ex-factory level.
  • The calculated dumping margin exceeds the de minimis threshold.
  • Evidence indicates material injury to the domestic industry between 01.01.2022 – 30.06.2025, including deterioration in production, sales, profitability, capacity utilization, employment, cash flow, stocks, and market share.
  • A causal link between dumped imports and injury has been preliminarily established.

Implications for companies and required actions

  • Importers, exporters, and foreign producers of the subject products should immediately assess their exposure, as provisional measures may be imposed during the investigation, and definitive measures may be applied retroactively.
  • Chinese producers/exporters may request market economy treatment by submitting sufficient evidence within the prescribed deadlines; otherwise, normal value will be determined using Turkey as the analogue country.
  • Interested parties must submit questionnaire responses and written views within 37 days from notification (or from publication date if not individually notified).
  • Failure to cooperate or incomplete/misleading submissions may result in determinations based on facts available, leading to less favorable outcomes.
  • Companies should review pricing structures, supply contracts, and customs declarations for the products concerned and prepare a coordinated defense strategy where necessary.

The investigation officially starts as of the publication date of the Communiqué.
