Communiqué on the Application of Surveillance in Imports (Communiqué No: 2026/31)
Why this matters for foreign exporters / importers to Türkiye:
The new surveillance regime brings multiple, unrelated product groups under a single control framework, increasing compliance complexity for diversified exporters.
Low USD/kg thresholds mean pricing and gross-weight accuracy become decisive, especially for chemicals and bulk materials.
Imports below thresholds now require pre-clearance Surveillance Certificates, directly affecting lead times and shipment planning.
GTIP misclassification across chemicals, materials, and machinery parts can trigger declaration suspension, post-clearance audits, and penalties.
Contract pricing, Incoterms, and delivery schedules should be reviewed ahead of 30 January 2026 to account for added administrative steps and potential delays.
Executive Summary
Communiqué No. 2026/31, published on 31 December 2025, introduces a new import surveillance regime covering a diverse set of chemical products, woven materials, and industrial machinery parts classified under GTIP 2833, 4601, 8466, and 8483. Imports declared below the specified unit customs values (USD/kg, gross weight) will require a mandatory Surveillance Certificate (Gözetim Belgesi). The Communiqué also repeals Communiqué No. 2011/3, consolidating surveillance controls for the listed products. The measures will enter into force on 30 January 2026.
1. Scope and Technical Content
The Communiqué establishes forward-looking surveillance for the following product groups, with unit customs values applied per kilogram of gross weight:
- 2833.40.00.10.00 – Sodium salts: USD 1.9/kg
- 2833.40.00.20.00 – Ammonium salts: USD 1.7/kg
- 2833.40.00.30.00 – Potassium salts: USD 2.0/kg
- 4601.99.10.00.00 – Articles made from plaiting materials or similar products: USD 1.5/kg
- 8466.20.91.00.11 – Lathe chucks: USD 5.5/kg
- 8483.30.32.90.00 – Other bearing housings/plain shaft bearings: USD 4.0/kg
Only imports declared below the applicable unit customs value are subject to surveillance.
2. Surveillance Requirement and Import Procedure
Pursuant to Article 2, the covered goods may be imported only with a valid Surveillance Certificate (Gözetim Belgesi) issued by the Ministry of Trade of Türkiye (Import Directorate General).
Key procedural points:
- The certificate must be obtained before customs declaration registration.
- The 23-digit TPS reference number and document date must be declared in Box 44 of the customs declaration.
- Surveillance certificates are issued electronically, notified via email, and are valid for six months.
3. Application Process
Applications are submitted via the Single Window System (Tek Pencere Sistemi):
- Through the Ministry’s website under E-Services / Import Document Transactions, using a qualified electronic signature, or
- Via e-Devlet (turkiye.gov.tr).
Application steps include:
- Selecting document type “TPS-0964 – Surveillance Certificate (Industrial)”,
- Selecting Communiqué No. 2026/31,
- Uploading all required forms and supporting documents listed in Annex-2,
- Completing the application with an electronic signature.
Where electronic submission is not possible, physical applications may be accepted using Annex-1, together with a trade registry certificate.
4. Practical Meaning for Importers and Required Actions
This Communiqué has material compliance implications across multiple sectors (chemicals, materials, and machinery components):
- Accurate valuation and gross weight declaration are critical, as thresholds apply strictly on a USD/kg (gross) basis.
- GTIP accuracy is essential due to product diversity and relatively low unit thresholds for certain chemicals and materials.
- Declarations below thresholds must be supported by a Surveillance Certificate; otherwise, declarations may be rejected or suspended.
Recommended actions:
- Map all imported items to the correct GTIP subheading and applicable threshold.
- Review invoice pricing, gross weights, and product descriptions for consistency.
- Prepare technical and compositional documentation (e.g., chemical composition, material type, machine part specifications) to support classification.
- Plan surveillance applications ahead of shipment to avoid clearance delays after 30.01.2026.
5. Repeal and Entry into Force
- Communiqué No. 2011/3 (Official Gazette dated 13.01.2011, No. 27814) is repealed.
- The new Communiqué enters into force on 30 January 2026.
