Communiqué on the Application of Surveillance in Imports (Communiqué No: 2026/32)

1. Scope and Technical Content

The Communiqué establishes forward-looking surveillance for the following product groups, with unit customs values applied per ton of gross weight:

• 7304.31.20.90.00 – Other seamless tubes and pipes: USD 1,800/ton
• Heading 73.06 (selected subheadings) – Other welded, riveted, or similarly closed iron or steel tubes and hollow profiles: USD 900/ton (general scope line)
• 7306.30.12.90.00 – Other welded tubes: USD 1,800/ton
• 7306.30.18.90.00 – Other welded tubes: USD 1,300/ton
• 7306.40.20.90.00 – Other tubes (stainless steel): USD 3,700/ton
• 7306.40.80.90.00 – Other stainless steel tubes: USD 3,000/ton
• 7306.61.10.00.00 – Stainless steel hollow profiles: USD 2,000/ton

Only imports declared below the applicable unit value fall within the surveillance requirement.

2. Surveillance Requirement and Import Procedure

Pursuant to Article 2, the covered goods may be imported only with a valid Surveillance Certificate (Gözetim Belgesi) issued by the Ministry of Trade of Türkiye (Import Directorate General).

Key procedural points:

• The certificate must be obtained prior to customs declaration registration.
• The 23-digit TPS reference number and document date must be declared in Box 44 of the customs declaration.
• Surveillance certificates are issued electronically, notified by email, and are valid for six months.

3. Application Process

Applications are submitted via the Single Window System (Tek Pencere Sistemi):

• Through the Ministry’s website under E-Services / Import Document Transactions using a qualified electronic signature, or
• Via e-Devlet (turkiye.gov.tr).

Application steps include:

• Selecting document type “TPS-0964 – Surveillance Certificate (Industrial)”,
• Selecting Communiqué No. 2026/32,
• Uploading all required forms and supporting documents listed in Annex-2,
• Completing the application with an electronic signature.

Where electronic submission is not possible, physical applications may be accepted using Annex-1, together with a trade registry certificate.

4. Practical Meaning for Importers and Required Actions

This Communiqué has material implications for importers of iron and steel pipes and profiles:

• Valuation discipline is critical, as thresholds apply strictly on a USD/ton (gross) basis.
• GTIP accuracy is essential given multiple subheadings with different thresholds (seamless vs. welded, stainless vs. other).
• Declarations below thresholds must be supported by a Surveillance Certificate; otherwise, declarations may be rejected or suspended.

Recommended actions:

• Map all products to the correct GTIP subheading and corresponding threshold.
• Review invoice pricing, gross weights, and product descriptions for consistency.
• Prepare technical documentation (manufacturing method, material grade) to support classification during controls.
• Plan surveillance applications ahead of shipment to avoid clearance delays after 30.01.2026.

5. Repeal and Entry into Force

• Communiqué No. 2007/28 (Official Gazette dated 22.08.2007, No. 26621) is repealed.
• The new Communiqué enters into force on 30 January 2026.
