A definitive anti-dumping measure has been imposed on imports of acrylic fibre (“acrylic or modacrylic”) classified under HS Code 5501.30.00.00.00 and originating in the People’s Republic of China, pursuant to the Communiqué No. 2025/39 published in the Official Gazette dated 17 December 2025 (No. 33110).
Regulatory outcome and what this measure does
This Communiqué operationalises the final decision of the anti-dumping investigation that had been initiated by Communiqué No. 2024/40 (published on 25 December 2024). Following completion of the investigation by the Ministry of Trade, the authorities concluded that the subject imports from China were dumped and that such imports caused injury to the domestic industry.
On the basis of the decision of the Board for the Evaluation of Unfair Competition in Imports and the approval of the Minister of Trade, a definitive anti-dumping duty has been introduced in the form of an ad valorem rate applied to the CIF value.

The Communiqué also notes that an Information Report summarising the findings is attached, and clarifies that, for customs application purposes, the controlling references are the current Turkish Customs Tariff Schedule (TGTC) classification and the product description set out in the Communiqué.
Business impact and recommended considerations
- Import cost planning: Companies importing acrylic fibre under HS 5501.30.00.00.00 from China should factor the definitive duty into landed-cost calculations, pricing models and commercial offers, as the duty will be collected upon release for free circulation.
- Supplier-specific exposure: Since the duty differs by exporter/producer, it would be prudent to strengthen supplier validation and documentation controls, ensuring that the declared producer/exporter aligns with contractual documentation and shipment records.
- Customs compliance controls: To reduce clearance risk, attention should be paid to consistency across the declaration set (origin, producer/exporter identification where relevant, and product description) so that the correct duty rate is applied.
- Duration and continuity risk: The measure is designed to remain in force for five years from its effective date; however, if a sunset review is initiated before expiry, the duty may continue until the review is completed. For longer-term supply agreements, this possibility may be worth reflecting in contractual terms.
