Technical Summary of the Regulation
The Communiqué establishes an import surveillance regime for the following products when their declared unit customs value is below USD 10.5 per unit:
- HS 8510.10.00.00.00 – Shavers
- HS 8510.20.00.00.11 – Hair clippers
Imports of the above goods require a Surveillance Certificate issued by the Ministry of Trade (General Directorate of Imports). The certificate must be obtained prior to customs declaration registration and its 23-digit reference number and date must be declared in Box 44 of the customs declaration.Applications are primarily made electronically via the Single Window System (e-Signature / e-Government). The validity period of each certificate is six months. The reference value used for surveillance does not replace or override the customs valuation rules under Customs Law No. 4458.
