Safeguard Investigation on Imports of Terephthalic Acid – Initiation of Investigation (Communiqué No: 2026/2, Türkiye)

With Communiqué No: 2026/2, published in the Official Gazette dated 31 December 2025, the Turkish Ministry of Trade has initiated a safeguard investigation concerning imports of Terephthalic Acid classified under GTIP 2917.36.00.00.11. The investigation aims to determine whether the recent increase in imports has caused or threatens to cause serious injury to the domestic industry and whether safeguard measures may be warranted.
Scope
The investigation covers the following product under the Turkish Customs Tariff Schedule (TGTC):
- GTIP 2917.36.00.00.11 – Terephthalic Acid
The scope applies to imports of the product regardless of origin, in line with safeguard measure principles.
Initiation and Preliminary Findings
Following an application filed by the domestic producer, a preliminary examination conducted by the Ministry identified that:
- Imports have increased both in absolute and relative terms in the recent period
- The domestic industry has experienced deterioration in key economic indicators, including production, domestic sales, capacity utilization, and profitability
These findings were considered sufficient grounds to initiate a formal safeguard investigation.
Investigation Process
The investigation will be carried out by the Import General Directorate within the framework of the Regulation on Safeguard Measures on Imports.

Questionnaires and Submission of Information
- Investigation questionnaires and the non-confidential summary of the application are available on the Ministry’s website under:Imports → Trade Policy Defense Instruments → Safeguard Measures / Investigations
- All questionnaires must be completed and submitted within 30 days from the publication date of the Communiqué.
- All written and oral communications must be conducted in Turkish. Submissions in other languages will not be taken into consideration.
Confidentiality and Verification
- Confidential information submitted during the investigation must be accompanied by a non-confidential summary enabling reasonable understanding of the content.
- If requested information is not provided within the specified timeframe, if the investigation is obstructed, or if misleading information is submitted, determinations may be made on the basis of facts available.
Duration of the Investigation
- The investigation will be completed within nine months.
- Where necessary, this period may be extended by up to six additional months.
Enforcement and Compliance Risk
Importers, exporters, and downstream users of terephthalic acid should closely monitor the progress of the investigation. Depending on the outcome, safeguard measures such as additional customs duties, quotas, or tariff-rate quotas may be imposed, potentially affecting supply chains, pricing, and contractual obligations.
