Turkey – Definitive Anti-Dumping Measures on Polystyrene Imports (Communiqué No: 2025/37)

The decision concerning the conclusion of the anti-dumping investigation and the imposition of definitive measures on certain polystyrene imports was published in the Official Gazette dated 12 November 2025 and numbered 33075 through the Communiqué on the Prevention of Unfair Competition in Imports (No: 2025/37).

What has changed compared to the previous regulation

Communiqué No: 2024/18 initiated an anti-dumping investigation concerning polystyrene products classified under GTIP 3903.19.00.00.00 and 3903.90.90.00.00 originating in the People’s Republic of China, Chinese Taipei, India, the Republic of Korea, the Russian Federation and the Kingdom of Thailand.Communiqué No: 2025/37 finalizes this investigation and introduces definitive anti-dumping duties. Within the scope of the final determination, the products were assessed separately as GPPS (General Purpose Polystyrene) and HIPS (High Impact Polystyrene), and definitive duties were set at different rates depending on the country of origin and, in certain cases, the producer or exporter.

Implications for companies and required actions

As of the entry into force of this Communiqué, imports of the specified products under the free circulation regime are subject to definitive anti-dumping duties calculated as a percentage of the CIF value. Importers must carefully verify the technical classification of the product as GPPS or HIPS, ensure the accuracy of origin and producer information declared in customs declarations, and reflect the applicable duty rates in their cost calculations and supply planning.It is particularly important to note that, for implementation purposes, the decisive elements are the product description stated in the Communiqué and the GTIP in force under the Turkish Customs Tariff Schedule, rather than GTIP codes alone. The measures will remain in force for five years from the date of entry into force, unless a final review investigation is initiated before expiry, in which case the measures will continue until the review is concluded.
