Turkey Launches Final Review of Anti-Dumping Measures on Polyester Yarn Imports (Communiqué No. 2025/45)

Türkiye has initiated a final review investigation into the existing anti-dumping measures applied to imports of “other, of polyesters” classified under customs tariff position 5402.47, originating in the People’s Republic of China, India, and Malaysia.

The investigation was formally launched through the Communiqué on the Prevention of Unfair Competition in Imports (No. 2025/45), published in the Official Gazette dated 31 December 2025 (No. 33124) by the Ministry of Trade.

Background: Existing Anti-Dumping Measures

Anti-dumping duties on the product concerned have been in place for more than a decade:

  • The original measures were imposed in 2014 under Communiqué No. 2014/31.
  • Following an interim review in 2017, duties on Chinese-origin imports were increased, while measures on Indian and Malaysian products were maintained.
  • A previous final review concluded in 2021 (Communiqué No. 2021/1) resulted in the continuation of the existing measures without modification.

Under the current regime, definitive anti-dumping duties range between USD 0.15/kg and USD 0.30/kg, depending on the country of origin and producer.

Reason for the New Final Review

In July 2025, the Ministry announced that the existing measures were approaching their expiry date and invited applications for a final review. The domestic producer Korteks Mensucat Sanayi ve Ticaret A.Ş., supported by other Turkish producers, submitted a duly substantiated request arguing that:

  • The expiry of the measures would likely lead to the continuation or recurrence of dumping, and
  • Such dumping would cause material injury to the domestic industry.

After examining the evidence submitted, the authorities concluded that there was sufficient justification to initiate a new final review investigation.

Scope of the Investigation

  • Product: “Other, of polyesters”
  • Tariff classification: 5402.47 (for information purposes only; classification remains subject to TGTC rules)
  • Countries concerned: China, India, Malaysia

The review will assess whether the removal of the current anti-dumping measures would be likely to result in the continuation or recurrence of dumping and injury.

  • Exporters, importers, foreign producers, domestic producers, and other interested parties may participate by submitting questionnaire responses and written comments within the prescribed 37-day deadlines.

Entry into Force

The communiqué entered into force on the date of publication, meaning the final review investigation is considered to have started on 31 December 2025.

Practical Implications

For importers and exporters, this development signals that anti-dumping duties on polyester yarn are likely to remain in place in the short to medium term. The final outcome of the review will determine whether the measures are extended, amended, or allowed to lapse.

For domestic producers, the initiation of the review reflects the authorities’ preliminary view that the risk of renewed dumping remains credible should the existing protection be removed.
