Circular No. 2025/14 – Amendment to the Postal and Express Cargo Customs Circular (No. 2022/9)

Amendments to the “Postal and Express Cargo Transportation – Customs Procedures” Circular dated 29 April 2022 and numbered 2022/9 have been introduced through Circular No. 2025/14, issued by the General Directorate of Customs of the Ministry of Trade.

What has changed compared to the previous regulation

  • Export declarations under simplified procedure – HS code level:For export shipments declared via a simplified customs declaration, the goods must now be declared using at least a 6-digit HS subheading.
  • New framework for consignment exports (Article 3.4 added):Simplified customs declarations issued for consignment exports must use the KNSY exemption code. In such cases:
  • Revision of authorized customs offices (Article 5 added):
  • Expanded documentation requirements for sports and food supplements:For national athletes, customs clearance now requires not only a National Athlete Certificate but also a license showing that seasonal visa validation has been completed, serving as proof of active athlete status.
  • Clarification on the application of administrative penalties (Article 241/1):As a general rule, penalties related to simplified declarations will be assessed per individual shipment / transport document.However, for declarations submitted under Article 126/1 (a) and (c) of the Decision, where multiple transport documents under the same simplified declaration involve corrections of identical data fields, the administrative fine under Article 241/1 will be applied only once per declaration, rather than per shipment.
  • Introduction of a new notification message code:Message code T1010 has been added, stipulating that no more than five transport documents per calendar month may be declared under a simplified customs declaration for the same consignee. Exceeding this limit prevents simplified declaration, leaving standard declaration, abandonment, or re-export as the available options.

Practical implications and recommended actions for companies

  • For companies using simplified export declarations, it is advisable to review declaration practices and internal controls to ensure HS codes are consistently declared at the 6-digit level.
  • Businesses engaged in consignment exports are recommended to align their operational workflows with the new KNSY framework, including exclusive exemption usage, regime selection, and mandatory proforma documentation.
  • Express cargo operators and users of road-based express cargo services should reassess routing and customs planning in line with the updated list of authorized customs offices and the restrictions related to temporary storage facilities.
  • For shipments involving food supplements or sports nutrition products, document collection procedures should be revised to reflect the newly introduced requirement for visa-validated athlete licenses.
  • To mitigate administrative penalty exposure, companies may consider implementing internal checks to determine whether potential corrections fall under shipment-based or declaration-based penalty treatment.
  • With the implementation of message code T1010, it would be prudent to plan alternative clearance scenarios in advance for shipments exceeding the monthly simplified declaration limit.
